The power reads like it should be a choice, but without a "may" i'm tempted to fall back on your comment that all special powers are a "MUST" unless they say "may" in them.

Can Prince Elien use his base attack instead of Fire Blast?

Thanks!

You raise a good point Chris. The Fire Blast is optional. I should have used 'may use Fire Blast' in the wording. I think I will errata this card in the first FAQ I produce.

Would that be the same for Fire Drake? Where he should have had a "may" in his special?

Hmmm, yeah, maybe this is better as an FAQ rather than an Erratta. When a power says instead of attacking you always have the choice to attack OR use that ability. Also when an ability uses the term 'may' you have an option of using the special ability or not, otherwise all special abilities are mandatory.

The key words are in the "Instead Of Attacking With", you can replace your normal attack with the special attack, it still counts towards your attack total though. So you are not forced to use it, you just have an opportunity to use it instead of your normal attack for Prince Elien during your attack phase.
